Reporting to the Corporate Director HRIS & Benefits, the Manager, Benefits, Corporate will be responsible for the development, implementation and administration of Company-wide employee benefits including medical, dental, life, disability and executive benefit plans. Manages full outsourced model of benefits administration including management of external vendors and collaboration with internal departments (i.e. Payroll, Finance, Legal and Human Resources). Provides guidance and interpretation of benefits policies and processes to Human Resource management in the field offices, including coordination with labor unions. Surveys industry and/or community to determine company's competitive position in employee benefits. Develops, recommends, and implements new or modified plans and employee benefit policies, and supervises administration of existing plans. Develops cost control procedures to assure plans are aligned with business goals.

RESPONSIBILITIES

  • Reviews and analyzes changes to federal and state laws pertaining to benefits and reports necessary or suggested changes to management and Human Resources. Coordinates company benefits with government sponsored programs.
  • Works with internal Finance, Payroll, and HR, as well as outside vendors, ensures integrity of all benefits related to employee data. Ensures compliance with HIPAA and other privacy regulations as it relates to benefits administration.
  • Manages day to day activities of retirement and executive retirement investment programs (including 401(k) plans, supplemental executive retirement plans, and defined contribution plans).
  • Prepares reports to ensure compliance of benefits programs to include but not limited to regulatory filings such as all 5500 filings, 401(k) discrimination testing, PPACA filings and Employee Retirement Income Security Act external audit requirements.
  • Files reports and applications required by law to be filed with federal and state agencies, such as the Internal Revenue Service, US Department of Labor, insurance commissioners, and other regulatory agencies.
  • Manages primary relationship with benefits broker and carriers on escalated employee benefits eligibility issues and interpretation, as well as troubleshooting and resolving technology issues.
  • Provides detailed recommendations on complex issues to Vice President for review and resolution.
  • Maintains and updates employee benefits open enrolment process in the UltiPro HCM suite.
  • Responds to requests for the Benefits team in the Crescent Help Center, this includes responding to inquiries raised by Operations, Finance and HR.
  • Provides regular communication updates to field human resources team, and advises and counsels management and employees on existing benefits.
  • Prepares and executes, with legal consultation, benefit plan documentation and amendments including summary plan descriptions, summary annual reports and manages audits as necessary.  Instructs insurance carriers, trustees, and other administrative agencies outside the company to effect changes in benefit program. Ensures prompt and accurate compliance.
  • Assists in development of company bargaining proposals for employee benefits and analyzes union benefits demands. Obtains and prepares cost data for company and union proposals and final settlements.
  • Assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management and human resources. Coordinates company benefits, with government sponsored programs.

EDUCATION & EXPERIENCE 

  • 5-6 years’ experience within the HR/Benefits.
  • Experience with detailed reporting from an HRIS system, labor reporting and benefit/deduction payroll processes required, UltiPro experience preferred. 
  • 2-4 years’ experience within Human Resources benefits with demonstrated ability to apply technical solutions to solve business problems in an effective manner, preferred.
  • Strong organizational skills, project management experience, time management skills, excellent attention to detail, ability to maintain confidential information and ability to work well in a team environment
  • Excellent spreadsheet, database, and presentation software skills
  • Ability to interact effectively with all levels and operation units of the organization
  • Attention to detail and ability to provide fast turnaround when needed
  • Working knowledge of United States HR practices, compensation, benefits, and retirement programs, preferred
