Founded in 1926, the Colonial Williamsburg Foundation is a private, not-for-profit educational, historic, and cultural institution that owns and operates one of the largest and best-known museum complexes in the world. Today, Colonial Williamsburg is the largest living history museum in the U.S. The Historic Area is the 301-acre restored colonial capital with 88 original buildings and 525 buildings reconstructed to how they appeared in the 18th century through extensive archaeological, architectural, and documentary research. The Historic Area is staffed by highly trained, historically dressed interpreters and expert tradespeople who bring the 18th century to life. The Foundation also owns and operates two world-class museums, the DeWitt Wallace Decorative Arts Museum, and the Abby Aldrich Rockefeller Folk Art Museum, The Bob and Marion Wilson Teacher Institute, and a renowned research library, the John D Rockefeller Jr Library.

Additionally, Colonial Williamsburg is home to five world class accommodations at the Williamsburg Inn, Williamsburg Lodge Autograph Collection, the Griffin Hotel, the Williamsburg Woodlands Hotels and Suites and the unique Colonial Houses in the Historical Area. Visitors may also indulge in food and drink at our many on site restaurants and taverns that blend a historically inspired dining experience with today’s evolved tastes. Each year over 5 million people visit Williamsburg and another 20 million engage with us digitally.

About the Position

Responsible for the overall administration of the Department of Architecture, Engineering, and Construction. Ensure that architectural and engineering design, construction, project management, space, and interior and exterior design services are provided to all Foundation and Hotel Properties clients in an efficient and cost-effective manner. Assists in preparing capital budgets for all areas of the Foundation. Manage department staff and resources to meet customer requests from other departments to support the overall efforts of the foundation and all properties.

Essential Functions:

  1. Manage the architectural, engineering, and construction staff on all design and construction projects.
  2. Manage Interior and Exterior Design department and space management staff.
  3. Prepare and administer the total operating budget for the department. Ensure that department operates within the budget.
  4. Assists in preparing capital budgets for all areas of the Foundation.
  5. Responsible for all design and construction efforts complying with local, state, and national building codes, life safety codes, ADA regulations, and zoning regulations. Provide final review and approval of all projects.
  6. Responsible for hiring new employees, promotions, discipline, terminations and arranging for proper training for all employees.
  7. Develop clear affirmative action goals, strategies and tracking to increase diversity of staff and assure personal development opportunities.
  8. Responsible for overseeing the necessary permits and jurisdictional reviews to ensure constructions projects comply with City of Williamsburg building and zoning regulations, State and Federal laws and regulations..
  9. Responsible for interviewing and contracting with outside design consultants and administering their efforts to ensure that their efforts are on time and within budget.
  10. Responsible for adhering to RFP policies and procedures to ensure competitive bids are received in an ethical manner.
  11. Responsible for prequalifying construction contractors to bid on projects.
  12. Executes construction contracts by working with Purchasing to ensure work fulfills the RFP requirements, meets schedules, and is within budget.
  13. Manages fiscal year capital budget to initiate projects in the budget, manages cash flow, and adjust priorities as required. Aligns resources as needed to meet priority changes.
  14. Primary spokesperson for department to administrative officers on project status.
  15. Develop and implement strategies to meet goals and objectives of the division and Foundation.
  16. Responsible for the engineering design and construction for Facilities.
  17. Provides engineering support to the Facilities Maintenance teams.
  18. Responsible for CWF’s compliance with Virginia DEQ State Operating Permit #60401, including permit amendments for changes in regulated equipment, and annual reporting of air emissions.
  19. Responsible for CWF’s compliance with Virginia DEQ Groundwater Withdraw Permit No.GW0041301 for Historic Area geothermal HVAC applications, including permit milestone Water Conservation and Management Plan (WCMP) reporting, and quarterly withdrawal reporting
  20. Responsible for CWF’s compliance with Virginia DEQ Groundwater Withdraw Permit No. GW0036101 for golf course irritation, including permit milestone Water Conservation and Management Plan (WCMP) reporting and quarterly withdrawal reporting.

Required and Preferred Education and Experience:

Required: Ability to perform the duties of the position, usually acquired through a Bachelor of Engineering Degree and at least 15 years’ experience in architectural or engineering practice with 10 years’ experience in management.

Preferred: Professional Engineer, Mechanical Engineer

Qualifications:

  • Registered Engineer in Commonwealth of Virginia. In-depth knowledge of preservation techniques, architectural, engineering, and construction practices.
  • Knowledge of construction detailing and specifications, working knowledge of national, state, and local building and zoning codes.
  • Ability to manage multiple projects without loss of accuracy or time, delegate and administer project tasks, work independently and work with a variety of individuals, committees, and agencies.
  • Excellent presentation skills, presents to the Foundation Board, City Council, Planning Commission, and Architecture Review Board.
  • Ability to build and maintain strong relationships with local and regional authorities.
